Elle furent écrites par Gint le premier Grand Nagus. Au 22ème siècle, il n'y avait que 173 règles alors qu'au 24ème siècle elles étaient passées à 285.
En théorie chaque Ferengi se devait de suivre ces règles pour toutes transactions financières. (ENT: "Acquisition", DS9: "Rules of Acquisition", "The Maquis, Part I")
Au cours des années 2370, le Grand Nagus Zek fit la réforme de certaines dans son ouvrage "Règles d'acquisition: révisées pour le Ferengi moderne" après avoir subi un changement d'esprit par un prophète Bajoran. Ses règles révisées s'opposaient complètement à certaines existentes, et promettaient honnêteté et charité. Après avoir retrouvé ses esprits, Zek ordonna que toutes les copies de cet ouvrage soient détruites. (DS9: "Prophet Motive")
